"I've been living in this area <since well before> this shopping mall was built here."
これらの「since ... was built here」は「副詞＜節＞」です（SVを含む副詞単位）

sinceがないと現在完了とマッチしなくなり、単なる「過去」になってしまいますので、過去形か過去完了を用いる必要が出てきますね。
