この「it」については次のどちらの考え方でもよいでしょう：
１，「If food makers do not show a willingness to reduce the salt in their products」
という条件が満たされたときの「状況」を指す。
２，「it＝仮主語」、「that以下＝真主語」
どちらの解釈をしても文意は同じになり、どちらか一方の解釈でなければならないというほど、決定的な判断要素がありません。
ただ２の場合、真主語を仮主語に「代入」すると
that "mandatory cuts are on the table" could be
という「be動詞の完全自動詞用法」となってしまい、それもあり得なくはないのですが、少々無理を感じます。なので、１の解釈がわかりやすいのではないでしょうか。
