英語の構造？意図？で質問です。よろしくお願いいたします。

I think so.のような代用法と本の解説にありますが、
他の誰かが話したりした内容と同じだからI think so.と省略するのはわかりますが、
自分で

and they(= the residents) were understandably concerned
about it(= increased traffic)
とわざわざ似たような文を2度書き、しかもそれを省略する意図がわかりません。
和訳を見ると、最初から
Considering the size of the housing project approved for their suburb,
The residents were understandably concerned about increased traffic.
と書けば済むのでは？と思ってしまいます。
今回の問題文のような英文はよく使われるものなんでしょうか？
構造や意図を解説をお願いできませんか？

確かに正解はCの「understandably」ですね。
文の主語は「Residents」です。
そこから
１，were concerned about increased traffic
２，were understandably concerned about incresed traffic
に分岐しており、共通部分である
"were concerned about increased traffic"
（交通量の増加を心配している）
が「so」に置き換わったものです。
「so」は別に他人の言葉を受けて使わなければならないわけではなく、「周知の内容の繰り返しを避ける」ものです。
最初に「交通量の増加を心配している」という事実を述べ、「そういう心配をするのも納得がいく」と続けています。
参考訳にはこうありますね：
住民は交通量の増加を心配しており、
彼らの地域で認可された住宅計画の規模を考えると、それも当然の事だ。
この「それも当然の事だ」が「understandably so」に相当します。

I think so.しかであったことがないため、同意の表現みたいなものだと思い込んでいました。
重複した部分を消し、足したいものを足すということができるのですね！

お気遣いありがとうございます。地震があったのはミンダナオ島で、ここからは飛行機で1時間以上離れており、私のいるメトロマニラには影響がありませんでした。
