ここのwhy bother？というのはどういう意味でしょうか？直前の何十億をたった何十億として，「たったそれだけなのに何を悩むのか？」としているのでしょうか？

「何故悩むのだろうか，いや，迷わず～しない」というような意味ということですね？

が利益を見込めないということを言いたいのではないかと思って，why bother をそれへの疑問となるようにすると，"何十億"を"わずか何十億"という意味でとってるのではないかと思ってしまいました．
